"Food is the first necessity of the people; safety is the most importance of food." In recent years, food safety has become the hot topic which customers care about . From "Stale Milk Affair" to "the big floodgate crab disturbance", food security problem has attracted more and more attention in the countries over the world. Because of the large scale use of agricultural chemicals, chemical fertilizers, veterinary medicines, chemical additives and the transgenic technology in the agricultural production, the ecological environment has been destroyed seriously. Food health and security measures are facing with new challenges. At present, there are totally more than one million food production units in China. However, many of them, with poor conditions of fundamental and processing equipment conditions, low degree of scale and modernization, low quality of worker, do not have the essential condition of qualified food production. The food quality security can not be guarantees well. Food security involves the food source disserving, and examination technology and laboratory examination ability are the two keys. The developed country presents the obvious tendency in food security control aspects. One is gradually reducing trend of the limits quantity value on safety and health inviting public bidding, another is growing trend of high-tech inspection technicalization , seriation , fast testing and portability. But in our country, the inspection capability of instrumentations and equipment in many enterprises are poor, the sensitivity is low and the examination technology is out of time. Therefore, in "the, 11th Five-Year Program" of China, enhancing the enterprise self-checking automatic control ability has been listed as one of development targets.

Pressure of QS Certification

July 13th 2006, National Quality Testing Bureau issues "Food Production and Processing Enterprise Quality Safety surveillance Management method". From Jan 1th,2007 our country will comprehensively start the quality security market accessing system for 13 kinds product including tea, sauce salt, roasted seeds and nuts, cocoa, dry fruits, egg products, aquatic products, starch, candies, wines and so on. National Quality testing Bureau plans to spend 3-5 year on completing the quality security market accessing system for total 28 kind products. After obtaining "Production License ", t he production enterprises must gain the "Qualified Product Certificate" through examination according to the standard of the national standardization and the legal laws and regulations, and the certified products must be sold with QS mark. This is the inevitable trend by linking up with the global system and enhancing food security awarene ss Therefore, according to "QS certification"  standard, food production enterprises must establish and consummate the hardware infrastructure in each production technique and flow, setting experiment bases, purification workshops, laboratories, calibration rooms, instrument rooms, test cabinets and vacuum wrapping rooms. Inspection must be strengthened to guarantee the domestic and import food conforming the national safety and health requirement. Greatly promote the food quality security system, comprehensively enhancing the quality level of food industry.
